Lead Compliance & Consent Management in LeadExec

How LeadExec helps lead generation companies capture and certify consumer consent, generate TCPA consent certificates, validate lead data, screen compliance risk, and apply compliance rules before leads are distributed to buyers.

Written by Gabriel Buck

LeadExec includes native TCPA consent certification and lead-compliance capabilities designed for lead-generation companies, lead sellers, aggregators, marketplaces, and organizations that distribute consumer leads.

LeadExec can capture and verify consumer consent information from landing pages and web forms, associate that consent with an individual lead, and provide a TCPA consent certificate documenting the captured consent information. LeadExec also supports integrations with third-party consent and compliance providers such as ActiveProspect TrustedForm. (LeadExec Integrations)

Compliance and validation information can be incorporated into the lead-processing workflow before a lead is distributed to buyers.

A typical workflow can include:

Lead Captured → Record Consent → Verify Consent Information → Validate Lead Data → Apply Compliance & Risk Checks → Accept, Reject, Hold, or Route → Distribute to Qualified Buyers

This allows organizations to connect consent certification, validation, compliance screening, lead qualification, and lead distribution within the LeadExec platform.

For a broader overview of LeadExec, see LeadExec Lead Distribution Software Platform Overview.

LeadExec TCPA Consent Certification

LeadExec provides its own TCPA Consent Certification functionality for organizations capturing leads through their websites and landing pages.

When TCPA Certification is enabled, LeadExec can capture information related to the consumer's consent and link it to the corresponding lead record.

LeadExec's TCPA workflow can capture information, including:

Consumer Name • Phone Number • IP Address • Contact Consent • Consent Text

LeadExec also supports a mobile phone check and IP location as part of its TCPA configuration.

This allows the consent event to become part of the lead record rather than existing separately from the lead distribution platform.

For setup information, see Settings – TCPA Options.

Capturing Consumer Consent on Landing Pages

LeadExec can generate a TCPA Form Script that can be placed on a website or landing page to capture the information required by the configured LeadExec TCPA workflow.

The form can collect and map information such as:

Full Name • Phone Number • IP Address • Contact Consent • Consent Text

These fields are mapped to the appropriate LeadExec system fields so that the consent information is associated with the lead when it enters LeadExec.

A typical workflow is:

Consumer Visits Landing Page

Consumer Reviews Consent Language

Consumer Provides Consent

LeadExec Form Script Captures Consent Information

Lead & Consent Information Enter LeadExec

TCPA Information Associated with Lead Record

Configuring TCPA Certification by Lead Type & Campaign

LeadExec allows TCPA Certification to be enabled and configured for applicable lead types and campaigns.

This gives organizations flexibility when different lead-generation programs have different consent requirements or form configurations.

The process begins by enabling TCPA services within LeadExec and configuring the appropriate lead type. TCPA options can then be configured for individual campaigns.

Campaign configuration can include the consent language displayed on the applicable lead form as well as the supporting TCPA options used by the workflow.

For configuration instructions, see:

Mapping Consent Information to the Lead Record

Consent information is most useful when it remains associated with the actual lead.

LeadExec allows TCPA-related information to be mapped to system fields within the Lead Type.

These include fields for:

First Name • Last Name • Primary Phone • IP Address • Consent

The consent field allows LeadExec to capture whether the consumer provided permission to be contacted, while the other fields provide supporting information associated with that consent event.

This connects:

Consumer → Consent → Contact Information → IP Information → Lead Record

within LeadExec.

For field configuration instructions, see TCPA Certification Step 3 – Configure TCPA Lead Fields.

TCPA Consent Certificates

One of the most important components of LeadExec's native consent functionality is the ability to generate a TCPA consent certificate associated with an individual lead.

Once the TCPA workflow has been configured, LeadExec can indicate whether the lead has been checked and verified for consent.

Users can locate the lead within LeadExec, open its TCPA information, and generate a printable certificate containing the applicable consent information.

This provides organizations with a record of the consent information captured through the LeadExec TCPA Certification workflow.

The process creates a direct relationship between:

Lead → Consent Verification → TCPA Status → Consent Certificate

For instructions on verifying consent and accessing the certificate, see TCPA Certification Step 4 – Verify Consent & Generate Certificate.

LeadExec TCPA Certification & Lead Distribution

LeadExec's native TCPA functionality is part of the same platform that manages lead capture, qualification, buyer matching, and distribution.

This allows consent information to remain connected to the lead as it moves through the lead lifecycle.

A workflow can include:

Lead Captured

Consent Information Captured

TCPA Information Verified

Lead Accepted into LeadExec

Lead Quality & Qualification Rules Applied

Eligible Buyers Identified

Lead Distributed

This is particularly useful for lead generation companies because the consent record remains connected to the same lead being evaluated and distributed to buyers.

Third-Party Consent Verification with TrustedForm

In addition to LeadExec's native TCPA Consent Certification, LeadExec integrates with ActiveProspect TrustedForm for organizations that use TrustedForm certificates in their consent and lead qualification workflows.

TrustedForm can provide third-party evidence associated with the consumer's interaction with a lead-generation form.

W

ithin LeadExec, TrustedForm information can be used to:

Verify Certificate Information • Store Certificate Data • Compare Lead Information • Evaluate Lead Quality • Detect Bot Activity • Apply Qualification Rules

LeadExec can then use the returned information according to configured lead-processing rules.

This means organizations can use:

LeadExec Native TCPA Consent Certification

or incorporate:

Third-Party Consent Verification such as TrustedForm

, depending on their lead sources, buyer requirements, and compliance processes.

Do Not Call & Phone Compliance Screening

Consent certification is one component of a broader compliance workflow.

LeadExec can also integrate with services that evaluate phone numbers for compliance and risk information.

For example, LeadExec supports integrations that can provide information involving:

Do Not Call Status • Known Litigator Signals • Phone Validity • Line Type • Carrier Information • Fraud Indicators • Other Phone Risk Signals

The returned information can be used according to the configured lead-processing criteria.

A workflow could include:

Phone Received → Compliance Service Evaluates Number → Result Returned to LeadExec → Apply Rules → Continue, Review, or Reject

This allows compliance screening to occur before a lead reaches normal buyer distribution.

For phone validation and DNC-related capabilities, see How to Configure Pure CallerID.

Litigator Screening

LeadExec integrates with DNC.com Litigator Scrub to identify phone numbers associated with known TCPA litigators.

When enabled for a campaign, LeadExec can send the incoming phone number for evaluation and use the returned result in the lead-processing workflow.

Depending on configuration:

No Litigator Match → Continue Processing

Litigator Match → Reject Lead

or

Litigator Match → Send to Quality Control

For configuration instructions, see Configuring the DNC.com Litigator Scrub Integration.

Phone Validation & Fraud Detection

LeadExec can also incorporate third-party phone validation and fraud-detection services into lead qualification.

Depending on the service, these integrations can provide signals involving:

Phone Validity • Line Type • Carrier • Activity • Mobile Status • VoIP Indicators • Fraud Risk • Other Contactability Signals

These results can be combined with consent and compliance information to determine how a lead should proceed through LeadExec.

For example:

Consent Verified + Phone Valid → Continue

Consent Verified + High-Risk Signal → Quality Control

Required Validation Fails → Reject

For available validation and compliance integrations, see LeadExec Integrations Index.

Duplicate Lead Detection

LeadExec can also evaluate incoming leads for duplicates.

Duplicate detection helps lead generation companies determine whether the same lead should be re-entered into a campaign during a configured period.

This can affect:

Lead Quality • Buyer Requirements • Return Rates • Supplier Relationships • Consumer Experience

By evaluating duplicates before distribution, LeadExec can prevent leads that violate configured duplicate requirements from entering the normal buyer distribution workflow.

For campaign configuration information, see Creating a Web Lead Campaign.

Compliance Rules & Quality Control

Not every compliance or validation result needs to result in an immediate rejection.

LeadExec's Quality Control workflows can provide an intermediate step when a lead requires additional review.

For example:

Compliance Requirements Pass → Continue Distribution

Additional Review Required → Quality Control

Required Check Fails → Reject

This allows organizations to create different workflows based on the type and severity of the validation or compliance result.

Compliance & Buyer Qualification

Compliance can also operate alongside buyer qualification.

LeadExec can first determine whether a lead meets the organization's configured requirements and then evaluate which buyers are eligible for that lead.

A workflow can include:

Capture Lead → Certify Consent → Validate Lead → Apply Compliance Rules → Evaluate Lead Quality → Qualify Buyers → Apply Routing Strategy → Deliver Lead

This separates two important decisions:

Should this lead enter distribution?

from:

Which buyers qualify to receive this lead?

LeadExec can then apply the appropriate distribution strategy to the eligible buyer opportunities.

Example: LeadExec Consent & Compliance Workflow

Consider a lead generation company collecting consumer leads through its own landing pages.

1. Consumer Submits the Form

The consumer enters their information and interacts with the configured consent mechanism.

2. LeadExec Captures Consent Information

The LeadExec TCPA workflow captures the applicable consent information, phone number, IP information, and consent text.

3. LeadExec Creates the Consent Record

The consent information is associated with the corresponding lead in LeadExec.

4. Additional Validation & Screening

Depending on the campaign, LeadExec can perform additional validation or use configured third-party compliance services.

5. Apply Compliance & Quality Rules

LeadExec determines whether the lead should:

Continue → Enter Quality Control → Be Rejected

6. Buyer Qualification

If the lead continues, LeadExec identifies buyers that meet the applicable requirements.

7. Lead Distribution

The appropriate routing and distribution strategy is applied.

8. Consent Certificate

If documentation is later required, the individual lead can be located in LeadExec, and their TCPA consent certificate can be accessed and printed.

The result is a connected lifecycle:

Capture → Consent → Certification → Validation → Qualification → Distribution → Consent Record

Native Consent Certification + Third-Party Compliance Integrations

LeadExec's compliance capabilities are not limited to a single third-party provider.

The platform can combine its native TCPA Consent Certification with third-party services and additional lead-validation capabilities.

Depending on configuration, a compliance workflow can include:

LeadExec TCPA Consent Certification • Consent Certificates • TrustedForm • Do Not Call Screening • Litigator Screening • Phone Validation • Fraud Detection • Duplicate Detection • Quality Control • Buyer Qualification

This gives lead generation companies the flexibility to build compliance and validation workflows appropriate for their business model and buyer requirements.

Lead Compliance as Part of the LeadExec Platform

LeadExec connects consent certification and compliance information with the broader lead distribution lifecycle.

Rather than treating consent documentation as separate from lead distribution, LeadExec can connect:

Lead Capture → Consent Certification → Validation → Compliance Screening → Lead Quality → Buyer Qualification → Advanced Routing → Distribution

This is particularly important for organizations that generate and sell leads because the platform used to distribute the lead can also maintain important consent and validation information associated with that lead.

Important: LeadExec provides native consent-certification functionality and integrations that can support an organization's compliance processes. Organizations remain responsible for determining their legal obligations and configuring their lead-generation and distribution processes accordingly.
